| Naval base sea surface monitoring system is a integrated information technology surveillance systems. It is including environmental monitoring within the seas, regulation of military ships and civilian ships, and established a trend perception of the monitored seas. For monitor of the seas, System improves the safety of the ship’ voyage, reduces the accident rate and improves the management level of the naval base, more importantly it also protect the security of the naval base and information technology of the forces.This topic through researching what related to foreign military and civilian technology development status of maritime surveillance systems combined with analyzing of the existing status of Chinese maritime surveillance systems and military port information technology developments. The "naval base water monitoring systems" designing is to adapt to our national conditions. Water monitoring system for naval port functions implemented to analyze the composition of the various parts of the system design, achieves three functions including environmental monitoring, target monitoring, and situational Awareness within the seas. Based on the overall design of the system, first, this thesis researches and achieves the two basic technologies, which are the automatic linkage between the cameras and the radars and data fusion between radar data and AIS data. Using targets azimuth and distance data transmitted by the radars, video surveillance subsystem solver these data into targets azimuth and distance relative to the cameras to achieve automatic control of the cameras. Through the large number of radar and AIS data fusion research, this thesis gives data fusion method suitable for the system, and describes the radar and AIS data fusion method implementation in detail. Then, using the self organizing feature maps neural network clustering analysis and Gauss mixture models carries out the anomaly detection for ship’s navigation and using the experiments achieves the anomaly detection for ship’s track. Researching on the theory of data fusion method deeply, and carried on experimental verification for the self-organizing feature map data mining methods of Gaussian mixture model, concluding that the system is feasible in technology from the results of the test and analysis. Finally, through constructing a set of experimental system, realizes simulation running for the experimental system. The simulation running of the experimental system verifies the feasibility of the system physically. In summary, the design of the naval base water surface monitoring system is achievable. |
