The Loess Plateau is the world’s largest loess area, a vast area of land resources, water is very scarce, and it has high evaporation.Rainfall is relatively scarce and temporal distribution is very uneven. It also has low utilization of water resources. Due to the long-term serious interference by human factors and natural characteristics, the evolution of the ecological environment is very fragile. With population growth and economic development, water supply and demand have become increasingly prominent, basin water resources evaluation is the basic and effective way of water resources configuration, scheduling, efficient use and sustainable development.Water use of the Longde is mainly surface water resources. Its groundwater depth is relatively large, so it has the relatively low level of exploitation of groundwater resources. Study area Longde Haoshuichuan basin area, area of102km2, the watershed ecology, life, process water within it are all relying on local water resources. No external water flowing into the region, surface water is mainly from the runoff after rainfall produced.Surface water in basin that is used for agricultural irrigation water.Irrigation plays a decisive role in agricultural production. Effective utilization coefficient of irrigation is able to reflect the status of canal water and in the field of water of the whole irrigation area, which is connected with natural conditions, project status, irrigation water management and other factors.It is an important indicator for evaluating the efficiency of irrigation water.Haoshuichuan basin as research subjects, of thesis. The basin water resources were analyzed by collecting the datas, site investigation, experimental observations, method of fuzzy mathematical theory analysis and so on.Combined with The gray prediction and the Markov model, established a suitable model for the basin precipitation, and forecast and trend analysis for rainfall in the region for the future conduct:get a knowledge of the principles and uses of the model, with Lumped hydrological model, made rainfall runoff simulation studies and compared simulation results and experimental results, and forecasted surface runoff in basin, based on different types of land use and rainfall:use of "inclusive measure analysis", effective utilization coefficient of the status of agricultural irrigation Haoshuichuan basin is0.533. analysed the main factors of the effective utilization coefficient of agricultural irrigation,and made a preliminary analysis to improve the potential of the effective utilization coefficient of agricultural irrigation.
