At present, the research and technology of the large and medium-size hydropower station are pretty mature. And lots of institutions work on that. The large and medium-size hydropower dispatch and flood dispatch are developed successfully. They are mainly suitable for regulating the hydropower station groups. Also, they have the features of large investment and high maintenance cost.As the hydroelectric resource deeply developed, small and medium-sized hydropower resources often cause generating capacity unmatched and rainwater intelligence system imperfect because the private capital investment is wide and complex, the planning belongs to different companies and the construction periods are different. The rough management, such as whether dependency and experience-depended dispatch, lead to high water consumption and other problems. The water resource can not be fully used.The paper, based on the project of Tingjiang river basin intelligent power dispatching system for the Longyan power supply company, does the research on the runoff forecast and the dispatching optimization. the complex water tank model is used as the water inflow forecast model in view of complex artificial water holding and hydrological data uncompleted in the small and medium-sized basin. The real-time intelligent correction software is developed for improving the forecast precision. The dynamic programming method is applied for the practical engineering requirements to the optimization about cascade hydropower station in the Tingjiang river basin. Guided by the demands of power plant and considered for the profit of grid, the paper mainly research the factors of influence generation benefit to gradually increase the benefit of the hydropower and improve the ability of peak clipping of hydropower in power grid operation. The main contents showed as followed.1. Elaborate the research background and the meaning of the subject. At the same time, review the research trend at home and abroad.2. Discuss the Tingjiang river basin intelligent power dispatching system function framework, including the system design principle, technical characteristics, etc.3. Put forward the forecast model on the Tingjiang river runoff and building the water tank model combining with the characteristics of river basin. Test the parameters for the model to improve the forecast precision. The research results show that the water tank model can solve the problems, such as the lots of station, much interval, much cross section, frequently artificial regulation and complicated numerical forecast, meets the demand of precise inflow water calculation for the small and medium-sized river basin hydropower station group. The paper uses dynamic programming method to solve the problem of active load distribution for the station and establishes power generating efficiency analysis model to automatic tracking statistics of water consumption per kilowatt hour of electricity in different periods. And use the curve to show the results. Thus the traditional ideas of weather-depended model are changed and lead the medium-sized runoff hydropower to the lean management healthy development.
