Evaluation Of The Sustainable Utilization Of Regional Water Resources In Dali Bai Minority Autonomous Prefecture As An Example

Water is one of the elements of life, without which life can not continue; therefore water is one of the resources that our human beings have to treasure. With the continuous development of economy, society witnesses a lot of water resources problems when economic development has often been achieved at the cost of sacrificing and destroying the water. Not only is the crisis of water resources a major resistance on China’s economic development, but also it is a common problem of which the world economic development is in face. This has also attracted wide attention in academic world and society, with a lot of specialists and scholars involving in the research of water, the media paying more and more attention to water resources problems, all of which make the governments value more on water resources, and actively formulate relevant solution. The sustainable utilization of water resources comes up under this background, and therefore the research and quantitative analysis on the valuation of the sustainable utilization of regional water resources is of high theoretical significant and realistic value. On the basis of studying and learning the previous results, this thesis takes Dali Bai minority Autonomous Prefecture as the study object, at the same time divides its sustainable utilization of water resources into water resources system developmental level, water resources and social coordination level, water resources and economic coordination level and water resources and environment coordination. By means of choosing index and inquiring some specialists, the thesis builds a set of assessment indicator system on the sustainable utilization of Dali Bai minority Autonomous Prefecture water resources, and finally evaluates its sustainable utilization of water resources from2003to2012in analytic hierarchy process, separately calculates its comprehensive evaluation index, water resources system development index, water resources and social coordination index, water resources and economic coordination index and water resources and environment coordination index, and then puts forward the security system and policy advice on the sustainable utilization of Dali Bai minority Autonomous Prefecture water resources.The research results of this thesis are mainly as follows:(1) The comprehensive evaluation index of this region from2003to2012changes in a small degree, with a minimum value0.8138, and a maximum value0.9248. The general level is good, and basically rises continuously as time goes on.(2) This region’s water resources system development index, water resources and social coordination index, water resources and economic coordination index and water resources and environment coordination index also appear in a consistent pattern, during which there are few years appearing depropagation but generally appearing a rising trend.(3) Though the evaluation results are preferable, the water has a tendency to deteriorate in recent years, leading to an increasing population, the decrease of the water resources of per capita, the deterioration of environment, a lot of natural disasters, etc. This thesis puts forward the security system and policy advice on these problems.
