Recently, the rapid development of High-Speed Railway makes passengers’ traveling more and more easily. However, it demands higher requirement to the transportation organization of high-speed railway with the raising speed and the increasing time of the train’s operation. Receiving and sending trains for High-Speed Railway is the basis and foundation of passenger service. It has great significance to achieve the passengers’traveling objectives which is has a sweet and convenient travel in a safe way.The train organization of High-Speed Railway is decentralized and autonomous CTC system. Receiving and sending trains are complete by dispatch center, emergency response personnel at the station only needs to monitor the running of the train. When the station starting the emergency station control mode which means CTC equipment has trouble and maintenance skylight is broken and needs to be fixed, the emergency response personnel have threaten to the security because of they do not receiving and sending trains for ages. To ensure the safety of receiving and sending trains, the station should do training to the emergency response personnel. The traditional master-teaching-apprentice model can not meet the needs of current operation any more. Using computer technology in High-Speed Railway to develop a simulation system which has the function of simulation, training and assessment can meets the training needs of emergency response personnel.After combining the system research status with the main form of training system at home and abroad, the essay takes pure software simulation system as the research objective. Firstly, the article gives an overview of receiving and sending trains, including CTC system, computer based interlocking system and the train control system. According to the processes and standards of receiving and sending trains for High-Speed Railway, analyze functions which the simulation system should have. The functions of system contained human-machine conversation, interlock logic and scenic simulation. Secondly, this article propose the whole structure of the system and design the mainly sector in logic way. The mainly sector consist of human-machine conversation sector, interlock logic sector and communication sector. Lastly, this article put forward the design of training program which including the content and process of the training.
