With the continuous development of our country’s economy, the modern highway transportation industry has been rapid development. But more and more traffic accident is a serious threat to people’s lives and property. Therefore, the overrun overload phenomenon existing in highway transportation management is imminent. Has long been overrun detection system is mainly based on static weighing way to test the vehicle. But along with our country road transportation pressure increasing, the inefficient way of weighing has been unable to meet the current needs. As a result, weigh-in-motion which has high real-time performance and inexpensive gradually become the mainstream of the vehicle detection. This paper designs the Toll-by-weight system is based on the weigh-in-motion, it makes the Toll-by-weight system intelligent and greatly reduces the output of human and material resources.Paper first introduces the development situation of charge system for weight, aimed at the problems existing in the system of the traditional weight charge, designed a kind of new structure Toll-by-weight system. Through the contrast, highlighted the rationality and advantages of the latter. Secondly, introduces the selection of the system hardware platform and set up. On the basis of the hardware platform, in this paper, the stress distribution in the process of vehicles in dynamic weighing is analyzed, According to the results of analysis, this paper design a secondary smooth filter algorithm to make a effectively filter for the weighing signal, and designed a dynamic threshold method and speed compensation algorithm to calculate the number and weight of the axle. Finally, complete the design of system software. The software design of this system using Visual C++6.0as development platform, using C++ language on the basis of the hardware platform to realize the control of the part of the hardware equipment, license plate recognition, data acquisition and processing, document printing, data storage and communication and so on.The Toll-by-weight system that designed in this paper have been done a lot of testing experiment under actual conditions. In the process of experiment, the system can work stably for a long time, and the test results are in the range of the error of the provisions of the state, verify the feasibility of the system. At present, more than one meter heavy toll station is using the system, test results conform to the requirements to achieve the expected goal.
