With the rapid development of society and economy, more and more electric energy is needed, more flexible power supply modes were required for load fluctuation, power supply needs to be more reliable too. The wide use of new technology and devices on the one hand improved power system reliability and on the other made the power system is more and more complex. In addition, under the circumstance of power plants separating from power grids, the power source planning not only needs coordinated development with transmission, but also pursues after environmental protection and economic operation. So power grid has developed into a highly complex dynamic system, components are varied and abundant, the blackout risk suffered from random disturbances is increasing.There are several blackout accidents all over the world in recent years, Accident analysis showed that not only operational plans and development plans were needed, but also operational risk in transmission system should be managed and controlled to prevent the power system from blackout accidents. The management and control on the active power operational risk mainly divids into active power security correction and formulating lowest risk operation mode. Generally, regional dispatch departments have no right to dispatch generator units, and few measures can be taken to correct active power security, the same limit is happening to arranging operation mode. So coordination assessment is needed between the unit output and power grid operation.According to the practical situation in regional power grid dispatch, load transfer is put forward into active power security correction algorithm in the article. It is required that heuristic algorithm based on sensitivity and nonlinear planning algorithm are needed to match load transfer simulation in two ways. The active correction scheme calculated by algorithms in the paper effectively reduces the system load Shedding and improves the power supply reliability. In addition, decision variables are set to bus active load, the minimizing target is set to EDNS risk, which reflects the active power security, constraint conditions are set to completely eliminating the line overload after a component failure. Then the mathematics model can be built and nonlinear programming method is applied to solve this mathematical model. The solving solution can be used to optimize transmission active load distribution. This method has advantages in calculation and comprehensive assessment over deterministic method, and ensures the condition of N-1joint.Finally, programs were written to realize active power security correction algorithm and transmission operation risk control algorithm on active power security based on matlab software platform. The simulation results of a local grid show that the proposed algorithm is feasible.
