With the rapid development of our economy and the accelerating process of urbanization, the quantity of motor vehicle is increasing, thereby causing a series of problems such as traffic congestion, environmental pollution influence people’s travel, restrict the sustainable development of city economy. To solve the traffic problem in the city, our country has already identified the policy of priority development of city public transport, but the study of its countermea-sures and constraints is still relatively weak, lagging. In order to alleviate the city traffic congestion, travel conveniently for people, reduce energy consump-tion and protect environment, it is necessary to study people’s travel behavior characteristics during the peak.According to the different modes of public transport, people’s travel be-havior presents different characteristics during the peak. Based on the features of mass capacity traffic tools like a subway, light rail and small capacity traf-fic tools like bus, double decker buses, equilibrium models of people’s travel choice during the peak are established respectively. This paper differs from the previous literature on the assumption that the passengers select the travel schedule to maximize utility service as a criterion, passenger travel choice is a non-cooperative game process, when the game reaches equilibrium, everyone’s travel utility is equal and maximum.This paper firstly summarizes the research status at home and abroad, ex-pounds the related theoretical foundation of passenger travel choice, including the theory of utility maximization, the disaggregate model theory, game theory and traffic equilibrium principle; secondly, analyses eight factors affecting the passenger travel choice from the points of the angle of passengers and public traffic property, uses the Logit model and the maximum likelihood method to determine the main factors influencing passenger travel choice shifts and their weights during the peak; Then separately establishes passenger equilibri-um selection mode based on utility maximization for mass and small capacity transports, and analyses the characteristics of the model solution, sums up the passenger travel behavior characteristics; Finally, through the example analysis, this paper verifies the rationality and practicability of the model.The research of the paper depicts the characteristics of people’s travel behavior during the peak more deeply, helps to guide the management and scheduling of public traffic, possesses the theoretical value and practical sig-nificance to optimize the public transport.
