During the past decade, due to its unique advantages, modern small satellite has gradually gained the appreciation of domestic and foreign researchers. However, with the gradually mature and development of small satellite technology, the number of ground stations are limited. The concentration of small satellite is mainly on the military area in the domestic situation, The field of academic research has not yet pay attention to the small satellite technology, However, along with small satellite technology becoming more and more mature, independent small satellite communication system will gradually be developed among the field of academic and universities. Therefore the information interaction between academic ground stations and the small satellites, especially the satellite range scheduling problem has a very important significance.In this paper, on the basis of the small satellite characteristics and development trend, we make detailed analysis of small satellite scheduling problem(SSRS). The main research work and innovation points of this paper are as follows:●Proposed the model of SSRS problem and make a research on the resource constrains in small satellites scheduling problem. The most important point in satellite scheduling is to make a detailed analysis on the scenario of the scheduling problem, analyze the communication time constrain and communication efficiency constrains, classify the scheduling task, and modeling the task. The experiment illustrate the validity of the proposed SSRS model.●Proposed the fair function in the redundant scheduling problem and satellites communication network based relay assistant scheduling policy. Make a detailed analysis of the academic ground stations network, research the redundant scheduling problem and design the fair function with theoretical proof. For the assistant scheduling problem, put forward the auxiliary strategy of the modern satellite communication network, Research the routing algorithms of satellite communications network and analyze the end-to-end delay, verifies the theory for relay assistant scheduling. The experiment result proves the validity of fair function, the total scheduling time increased by6000s, about26%improved with assistant scheduling policy, which gives the proof that the assistant scheduling policy can optimized the SSRS problem.●Proposed an improved genetic algorithm(IGA) to solve the SSRS problem. After fully research and analysis of small satellite scheduling, searching the optimized scheduling result by using improved genetic algorithm. The experiment result illustrates that the IGA can give a good solution of SSRS problem and compared with greedy algorithm, the index of efficiency and other indexes improved by14%, which make an experimental basis of theoretical research.
