The first recoverable remote-sensing satellite of China was launched in 1975, which means the development of the space industry of remote-sensing. Especially with the rapid development of space technology, the space industry of remote-sensing steps stage of development since 12th Five-Year Plan. Multiple types of loaded remote sensing satellite have been launched. These new types of launched satellite are beneficial to national resources surveys, environmental monitoring, disaster assessment, urban planning. Because of the value which time have, as the first element of receiver remote sensing data, whether ground stations of remote-sensing satellite be normal states is related to excavation of subsequent remote sensing data. It is an important issue that how to use scientific methods to effectively manage operational risks of remote sensing satellite ground stations and validly evade the risks from the beginning.For empirical study of risk management model, there is limitation of factor analysis, regression analysis and path analysis. In view of advantages of structural equation model that show the correlation between many factors such as latent variables and manifest variables, it is necessary to introduce structural equation model to research about risk management of ground stations of remote-sensing satellite.Based on a large number of researches and reviews, firstly, this paper builds risk assessment system for ground stations of remote-sensing satellite by five important factors based on analysis of risks of ground stations of remote-sensing satellite after definition of running risks and analysis of running procedure of ground stations established on management experience of ground stations.Secondly, according to the principle of building structural equation model, author gives model of risk management for ground stations of remote-sensing satellite. At same time, on the basis of model mentioned above, the designed questionnaire will be tested by the follow steps:collection of data, statistics, reliability and validity of data.Finally, data obtained by questionnaire are added to statistics model in order to show direct path coefficient between different latent variables and relationships between latent variables and manifest variables. Accordingly, Measures which counter risks will be given. For the paper, it solves a variety of uncertain problems existing in the works of ground, thus it provides new ideas for long-term and stable operation of ground stations. |
