Research On Village Planning Strategy Of Multiple Interests Balanced

With China’s rapid development of urbanization,traditional villages are facingwith the challenging of economic restructuring,social environment and space structure.However,it is seldom to implementation of high quality from blueprint incampaign-style village planning. Investigate its reason, how to understand the natureof the village planning still has a problem. Although study the construction practiceand theoretical from different villages,there is the diversified reality in village planning.For example,in first, every village has different location and resources,so its socialvalue is different.secondly,under the background of rapid development ofurbanization,it is diversity between the participator and its demands in village planning.While the current system of village planning are top-down and government-led,itcaused the village planning from the establishment to the implementation are notsmooth.Therefore, we should change the conception of traditional villageplanning.From the point of participator to improve the village planning method.According to the above problem, this article first analyze related practice andtheory of village planning at home and abroad, introduced the development trend ofvillage planning from the government leading to the folk. Then introduce the pluralisticperspective, start with practice of four typical types of village planning in the domestic,and supported by specific case, analyze the different players and different needs ofvalue in the process of village construction, and the problems exist in village planningand the process of implementation.Through study of all kinds of village planning practice, analysis and summary,then come up with the solution based on multivariate main participants and multiplevalue demand on two levels.That is, from the macro level,in the perspective of publicparticipation, analyzed the process of village planning and construction,and the mainentry point is to balance benefit form various stakeholders, then discussed strategiesunder the different interests of village planning.In the macro level, the existence ofmultiple participator and as well as the interests of the complex relationship in theprocess of village planning. Applying the Game Theory, balance the demands of thegovernment, the villagers, and development institutions, enterprises effectively, selectthe interests equilibrium model of different subjects.Then put forward the planningstrategy in land use and public facilities according to different subjects.In the microlevel, respect villagers’ value pursuit. Emphasis the principle of that the villagers should take part in the whole process of planning,problem-based in planning contentand information feedback in planning implementation.Based on the value ofvillagers,the paper put forwards the design strategies in street space, public space,residential space and landscape environment.
