Study On The Village Planning System Under The Whole Village Perspective

Since the reform and opening up,the rapid economic growth has led to the rapid development of rural areas.,there is also various contradictions between man and land in current rural areas.Therefore,it is urgent to construct a village planning system suitable for rural development and village co-ordination in the new period from the perspective of village.Within the scope of co-ordinate the development of resources in various villages,rational planning and layout,in order to achieve the economic and social village environment and the harmonious development.Based on this,this paper starts from the theory and practice of the village at home and abroad,introducing the comprehensive study of the village view and putting forward the future value orientation of the village planning as well as constructing the village planning by regarding the villagers as the planning subject.The contents of the village planning are improved and the village planning is divided into two levels:the overall planning of the village area and the village construction planning,what's more,the contents of the planning are discussed in detail.This study selects the Chakou village of Fuping County,Shaanxi Province as the research object and gives an example of the innovation of village planning from the perspective of village area master planning and village construction planning.The main conclusions of this paper are:(1)Through the development process of village planning and sorting out,we divide it into four stages:Germination stage,Initial stage,Exploration and development stage and Gradual improvement stage.Long-term urban-rural dual system,resulting in some serious problems,for instance,the current village planning system is not sound enough,the contents of the preparation needs to be improved,the villagers involved in the form and village planning management implementation lacks of supervision.(2)Village planning should be in the value of guidance of the combination of global planning and key construction,construction land and non-construction land in harmony,the villagers and the diversity of synergies.Adhere to the "land co-ordination is the basic premise of the development of the village,industrial linkage is a strong driving force for the development of the village,facilities is an important support for the development of the village,ecological protection is the fundamental guarantee for the development of the village" as a village planning goal.(3)Village planning under the village planning should be starting from the village co-ordination development,regarding the villagers as the planning subject,putting forward the "275" village planning model:two levels of the overall structure of village planning and village construction planning;Among them,the overall planning of the village area of its core content generally by seven components of the village development strategy planning,village nature and scale,village industry development planning,village land use planning,village infrastructure planning,village space control planning,village culture heritage protection planning;Village construction planning core content by five parts of the village land layout planning,village road traffic planning,village green landscape system planning,village infrastructure planning and village comprehensive disaster prevention planning.(4)Taking the Chakou village of Fuping County in Shaanxi Province as the research object,from the view of spatial distribution,the village economic development,land use and other characteristics,through the "275" village planning model,research,design the planning from the two levels of planning overall planning and construction of village village in the village where the overall planning "to fully tap the potential of the village,the gradual development of the red tourism linkage strategy;characteristics innovation,industrial development model;land development control science,conservation of land resources;reasonable control of construction land resources,ecological environment protection;reasonable land use planning layout in village construction planning",the village spatial structure of sublimation;enhance the external transport links,optimize the structure of village roads;construction of the green landscape system,improve ecological village pattern;improving village infrastructure,improve village living environment".Improving the basic implementation of the construction and upgrading of the village living environment.
