In recent years, our country promulgated a number of policies to support thedevelopment of public transportation. Various provinces and cities nationwide activelydevelop the urban public transportation through optimize route network and constructtransport infrastructure, expanding the coverage of city bus service. However, the use ofdomestic urban public transit utilization rate was generally low and did not satisfies thepublic’s needs. In order to improve the utilization rate of public transportation, the bus servicequality should be optimized while scientific planning of the road network is needed.Intelligent public transportation dispatching system is an important part of intelligenttranportaion system. Reasonable scheduling strategy can provide better public transit servicefor passengers and a more economical, environmental, convenient, comfortable, efficient busservice. It also helped to improve the attractions and sharings of the public transit. The transitdeparture plan as one of the most important parts of public transit dispatching system,formulate a scientific and reasonable departure plan to improve the bus service quality,provide an analysis and decision-making basis for the intelligent public transit dispatchingsystem.In this paper, normal bus were taken as the research transit tool. The conventionalstatistics were used to analysis of passenger flow based on the IC card sweeping data. Then fitout each bus stop passenger flow attraction rate curve, analysis the ratio between the alightingpassenger number and section passenger number, found that the ratio was fixed so thatalighting passenger number can be inferred in each stop. The bus GPS trajectory data wereused to calculate the bus travel time between stations. Travel time was predicted with differentperiods and different sections based on the SVM algorithm. Then analyzed the applicability ofthe agent technology and the ABMS method in the transit complex system. Comparison ofseveral mainstream simulation platform was made and presented the Repast Simphonysimulation platform which was used in the research. The platform, platform function andplatform simulation process was introduced. Then this paper introduced a departure frequencyplanning model in detail, the model considers the transit operator satisfaction, passengerswaiting satisfaction and passengers riding satisfaction. Finally, this paper selects Beijing route673as the simulation route, then the paper introduced the process of establishing thesimulation agent and implemented in the simulation platform. We get a good simulationresults and that’s verified the effectiveness of the optimized departure plan.
