| With the rapid development of information technology, computer and network communication technologies are more and more widely used in all areas of society. The transformation and upgradition of information technology in traditional industry has become a general trend, especially in agriculture and planting industry.At the same time, to provide and promote an effective system of plant variety protection, with the aim of encouraging the development of new varieties of plants, for the benefit of society, the International Convention established International Union for the Protection of New Varieties of Plant (UPOV). UPOV provides plant variety rights a sui generis form of intellectual property protection, to safeguard the rights of plant breeders on an international basis.Since1999, China has joined UPOV. Then new plant varieties protection became a focal point of research and developed rapidly in our country. Nowadays, China has established relative laws and regulations combined with our national conditions, set out approval processes for new plant varieties and proposed concerned statistics methods for the tests of distinctness, uniformity and stability(DUS test). There are still a lot of theoretical and practical problems to be solved, especially the problem that China still has no special software for the DUS test of new plant varieties. Under such circumstances, it is significant to develop the DUS statistical analysis system, which not only provides guidance on breeding for insect and disease resistance, but also improve the efficiency and accuracy of new varieties identification.This paper is composed of four parts. The first part explains the concepts of plant variety rights, overall introduces the history and current application status of new plant varieties protection. Then it elaborates the paper’s content and the research significance. Based on the reference of UPOV and general directives for the conduct of tests of distinctness, uniformity and stability for new varieties of plants in China, the second part introduces information on certain techniques used for the morphological examination of DUS, including the methods, characteristics and application.The third is the main part of this paper, which introduces in detail how to establish DUS statistic system of new plant varieties, including system demand, development environment and functional modules design. DUS statistical analysis system consists of3subsystems:distinction test, uniformity test, and other analysis method.The last part discusses the main innovation of DUS statistic system and carries on the forecast to the following research. DUS statistic system have some advantages, such as friendly interface, handy and easy to operate and reliable statistical analysis results. It not only realized satisfies the statistical demand of our country’s seed industry well, but also meet the requirement of internationalization. Finally, it carries on the forecast to the following research. With the development of the society, the system will upgrade to meet new requirements. |
