To study the response of vegetation to temperature and rain, Xilin Gol Grassland was taken as research object in this paper. Using the data of NOAA-NDVI during the year of1986-1999, the data of MODIS-NDVI during the year of2000-2010, and the data of temperature and precipitation, the change of climate and its impacts to grassland vegetation are analyzed in this paper. It shows that:(1) Temperature showed a increasing trend and the trend rate is0.054℃/a which is bigger than the temperature of North China and China. The temperature increased rapidly during the year of1986-1989and1993-1998. Precipitation showed a decreasing trend and the trend rate is-2.330mm/a. There was a slight increasing trend of the first half of1990s of precipitation. The decreasing rate of precipitation becomes bigger from southwest to northeast.(2) The value of NOAA-NDVI showed a fluctuating trend from1986to1999and the biggest value was in1998. The value of NOAA-NDVI showed a fluctuating trend from2000to2010and the biggest value was in2003. After2003the value of NOAA-NDVI showed a decreasing trend.(3) It shows a significant impacts of temperature and precipitation to the value of NOAA-NDVI and MODIS-NDVI. There is a certain delay of the impacts. Climate change shows the same trend by different NDVI data. The impact of precipitation is bigger than temperature and the impact to desert grassland is smaller than typical grassland and the meadow grassland by climate change.
