With the rapid development of information technology, the global information technology has become a trend. Since2005, the central document for the first time proposed rural information, has been for nine consecutive years, the central document are proposed rural information from different aspects. In response to the CPC Central Committee to develop modern agriculture and promote the rapid development of agricultural information, the State Council formulated to promote agricultural information development policies. After years of construction and development, China’s agricultural information infrastructure and the external environment have achieved good development. In the development process, but also agricultural information found in the "last mile" and "first mile" problems."Last mile" refers to the difficult of how the agricultural information transfer to famers,"first mile" means what kind of agricultural information services for farmers; these two issues are currently plaguing the Chinese construction of agricultural information of the problem. To build agricultural information, we must first solve these two problems.Administrative village is the basic unit in rural areas, is also the ultimate goal of different information items by the government and all departments of society. To achieve rural information, we must take administrative village into account. Administrative village resource management related to farmland, woodland, grassland, water and other natural resource, where we mainly focused on the management of land resources. In the1990s, as China’s agricultural planting structure adjustment, due to blind cultivation, crop production caused blind fertilization, crop quality and reduced fertilization efficiency reduction of arable land degradation, water eutrophication, ecological degradation and a series of consequences, such reduce our overall agricultural production capacity, is not conducive to the sustainable development of China’s agriculture, hindering agricultural production levels. The CPC central committee attaches great importance to this, in2005and2006, the central file no.1specifically to vigorously promote measured soil fertilizer project. Since2005, the Ministry of Agriculture began a nationwide expansion Fertilization action; there is2498Fertilization Projects. With Fertilization project unfolds, generated a lot of farmland nutrient information and Fertilization results, the results of these tests will be used in agricultural production, proved that it can achieve the effect of efficiency of the.Based on the above considerations, in order to respond to national call, We designed a village resource management information system. This paper based on QingShuBao village, Changyang county, for the management of land resources, the use of3S technology, database technology, network technology and other technologies designed village resource management information system, the following detailed description of the system Design and Research of specific elements: 1、Based on modern software engineering ideas, we designed the development model of resources management information system for the village, constructed and determined the system’s development program. Based requirements analysis, we designed the system function. The system can browse and query the information about land, forest and grassland, construction land, housing, roads and other resource. Around the arable land resources management, the system can achieve the following functions:①query the information about plots and housing.②achieve the linkage between the head of household, the housing and the plots.③soil testing and fertilizer recommendation.④historical data management. Finally, by using the network technology, on the Internet, the user can use the browser to access the service system at anytime and anywhere.2、The system data source and processing method.①soil nutrient data sources and processing methods. Soil nutrient data is local Doha station staff to field sampling plots, using GPS to determine the location of sampling points, obtained by experiments in the laboratory sampling clods of nutrient information in ArcGIS using the Kriging interpolation method to obtain soil nutrients spatial distribution of land to provide fertilizer for specific guidance for farmers to buy fertilizer to provide information (including the type and quantity).②Get land information andfix it.Therelevantdata are as follows:the map of second national land use survey, soil maps, the map of land-use master plan, and the reference HD remote sensing images. Using remote sensing maps and land use master plan to identify specific contour plots, the use of the second national land use survey maps and soil maps to obtain plots of attribute information, the way through the field survey to determine land belongs message.③determined the information about housing and headed. Using remote sensing map outlining the location and shape of the house, through field survey to obtain property information and homeowner housing information.3、Determine the Fertilization model.Fertilization contrast a variety of ways to select a suitable method, combined with the actual situation in tho village of Qingshubao, improved the indicators which based on the chosemethod. This can made the system more conform to local conditions, can improve its applicability.4、The use of database technology, GIS technology, Web technology, using high-level programming language, to achieve village-level resource management information system design. Select the appropriate database, spatial data and attribute data processing operations, with the ArcSDE spatial data access, via ArcGIS Server spatial data and maps published to the server, the user can use a browser to access it.In conclusion, arable land plots are the basic unit of this system. Combined with soil testing and fertilizer technology, this system can provide fertilizer recommendations for farmers planting, and ultimately achieve the purpose of the management of land resources.
