The water using departments of minqin country,shiyang river, have been divided into four classes in the study:Agriculture,Industry,Life,Ecology. After the water demand was been analyzed, then selected three typical year:Dry year,Average year,Wet years. The net benefit coefficients of water sectors have been calculated, the different benefits have been converted into economic benefits. Then a matrix was made up with the net benefit coefficient of different water use sectors and the water use coefficient,combined the variation coefficient method with defei Er,to calculate the comprehensive efficiency coefficient of different water sectors.Put them into target equation, the configuration scheme was achieved by using linear optimization. The results were verified by using entropy principle, it has been proved feasible. A evaluation index system was contributed via studying the water resource specialty of this country, from the three parts economic, society ecology benefits.13representative evaluation index were chosen, then used it to choose the best scheme from different target equation by using fuzzy-matter element evaluation method. Finally,for monitoring assessment the ecological hydrating effects of the plan, an experiment was conducted at water location which has been chosen to be the main location of ecological supply, related parameters of the soil were ensured, according to analyzing assessment the finally results, the law was summarized of the atmosphere evaporation and the soil evaporation, and the soil infiltration features were founded.(1) The better configuration scheme of minqin country is(100million m3):dry years:Agriculture2.222,Industry0.1616,Life0.082,Ecology1.5677; average years:Agriculture2.223,Industry0.1616,Life0.082,Ecology1.8390;wet years:Agriculture2.223,Industry.1616,Life0.082,Ecologyl.8394; the total benefits is (100million yuan):dry years1.1316,average years1.2071,wet years1.2071(2) The Entropy Change Principle was utilized to evaluate the reasonableness of the configuration program, from2010to2020year, the Entropy of water resource system was3.62and3.49, the calculation results showed decreasing tendency, which demonstrated the configuration scheme was reasonable.(3) Via comparing and selecting the finally results from the water resource evaluation index system, which showed that the results was the better scheme which totally would meet the requirements.(4) Achieve the information from soil experiment:soil let heavy is1.76428(kg/m);soil infiltration rate is k=0.0334(cm/s);according to double ring evaporation leakage experiment,get the Green-Ampt equation is ki=0.6345cm/min、hf=5cm、 θs-θi=0.1352。 (5)Found the soil water evaporation movement was mainly after watered two days, thengradually shifted to infiltration movement. The evaporation active layer ranged from0to60cm,and the60cm was critical layer.
