Forest carbon sink plays an important role in tackling climate change. This research through thestudy of theory and practice of international and domestic forest carbon sinks is summarized on thebasis of forest carbon sequestration practice situation of zhejiang province are summarized. Followed byusing statistics description and measurement analysis method, combining the results of forest carbonsequestration practice in zhejiang province and the analysis of existing problems, and study the factorsthat affect the will of the public funds to buy carbon, then the use of stakeholder analysis, the analysis ofdifferent interest groups demand for forest carbon sequestration policy situation, finally puts forwardpolicy Suggestions to promote the practice of forest carbon sinks in zhejiang province. This articleresearch conclusion is as follows:(1) Remarkable economic comprehensive benefit of forest carbon sink project expected, interestsdistribution form diversification. According to calculation, cangnan, Ryan, chengdu three planting area20years period is expected to absorb carbon dioxide, respectively is138492.03t,102994.03t and428904.92t. Afforestation has at the same time, carbon sink, water conservation, soil and to withstandnatural disasters and other important ecological function. Cangnan, Ryan and chengdu’s potentialeconomic benefits of53.496million yuan,121.7193million yuan,14.4878million yuan, to promote thelocal economic development. Can bring a lot of employment opportunities for local, rural surplus laborforce in the local employment, increase farmers’ income, produce a great social benefits. Because theforest owners, afforestation modes, the mode different also creates carbon sinks, such as thediversification of income distribution.(2) The increasingly diversified investment structure, capital structure is to be reasonable. As canbe seen from the above data analysis, special fund in the forestation project investment and theproportion of over50%(or close to50%), other sources of funding include afforestation unitsself-financing, other projects share capital structure of pluralism. But at the moment, carbon sinksprojects have a large number of government investment, basically belongs to the forest carbon sinkproject, dominated by the government for government financial dependence is higher. The government’srole in the afforestation of carbon sink project will affect the long-term development of carbon sinkproject, makes carbon sink project financing source lack of sustainability.(3) Main body enthusiasm of the public and enterprise need to further mobilize, to perfect thepolicy guarantee. Because of the international negotiations is unclear, national emissions caps plan,there are targets, but there’s no detailed emission reduction targets. At the same time, in the domesticcarbon trading market is imperfect, carbon sink project in risky, not perfect incentive mechanism andperfect the laws and regulations safeguard, increased the investment risk of the enterprise. In order toraise the enthusiasm of enterprises involved in carbon sequestration projects, and the long-termdevelopment of the forest carbon sink project, need to have a real policy guarantee. At the same time,some other subject for forest carbon sink policies also have higher expectations, in order to ensure thelong-term development of the forest carbon sink project, must be a corresponding policy guaranteed.
