Beijing Intellectually Disabled Children Aged0to6Referral Service Model Of Rehabilitation Research

Objective:Understand the process from discovery to rehabilitation and analysis the process and referral path from discovery to rehabilitation among the0-6years old children with intellectual disabilities in Beijing, and find the problem exists in the referral process, combined with advanced domestic provinces and cities’ referral service model, and we aim to design the rehabilitation referral service model of Beijing intellectual disabled children aged0to6years.Methods:1. Literature research. Reading the related literature of the children with intellectual disabilities, understanding the rehabilitation services for children with disabilities at home and abroad, and have a detailed understanding the current conditions, problems and latest progress in the policies of Beijing disabled children.2. Questionnaire. According to the research purposes and with the help of rehabilitation specialist, drawing up the questionnaire of "process of seeking rehabilitation in Beijing0to6years old children with mental disability", the questionnaire distributed to22private rehabilitation agencies of Beijing, investigate four links of131Beijing0to6years old children with intellectual disabilities to seek rehabilitation process, summarize the rehabilitation path and found the problem in all links.3. Interviews. When assessing the institutions who provide the service of rehabilitation of disabled children, we interview with more than10parents whose children with disabilities in rehabilitation agencies, and understand the process in seeking rehabilitation as well as the encountered difficulties.4. The qualitative analysis method. Based on the summary of rehabilitation referral models in advanced provinces, compared with the present rehabilitation services in Beijing and combined with the results of the questionnaire as well as experts advices of expert, we put forward the rehabilitation services model after deep consideration.Results:1.Retrospective survey of131parents of children who rehabilitation training in rehabilitation agencies to understand the children’s in seeking rehabilitation process mainly follow the path of "discovery-diagnosis-rehabilitation-rush", of which four links (found links with screening, diagnostic aspects, the rehabilitation aspects, handling disability card links) in the basic situation and problems have a basic understanding.Basic situation and issues:children who seek diagnosis and rehabilitation of the main path is clear, but a variety of factors have contributed to its diversity; parents is to determine the choice of all aspects of the path, by the constraints of the reasons parents different options; screening of children with disabilities intensity needs to be strengthened, hospitals where lack of knowledge disability advocacy and guidance for parents; there is a disconnect in aspects of contact, the lack of a referral platform, leading to information asymmetry; costs is the factors that parents decided to rehabilitation agencies and affect the family burden, policies and links have conflicting, evidence of disability as an important factor in restricting the enjoyment of rehabilitation grants.Recommendations:established a unified, standardized, easy path; advocacy and guidance for parents, to provide advice and recommendations; to strengthen intellectual disability screening in hospitals, strengthening the guidance of parental, to provide referral; established a referral platform, links diagnosis and rehabilitation for disability,services for children; perfected related policies of children with disabilities, invested more funds.2.To combine the issues raised in the questionnaire, comparison the referral service mode of the actual situation in Beijing of currently with the three advanced provinces and cities in Taiwan, Macau, Shanghai, last learn from the Macau referral service model, with the actual of Beijing,made referral service mode of Beijing had a targeted improvements. The new models include the referral process, referral agency responsibilities, analysis the problems existing in the model, given to the evaluation of the new model.
