Objective:To explore the development and implementation of the Surgical Operation and Authority Classified Management of Surgeons in Karamay Central Hospital, to analyze and evaluate the impact on the quality of surgical and medical safety by implementing the system, and to provide the basis for optimizing the surgical classified management. Methods:Based on previous reviews, the study explored the implementation of the system of the Authority Classified Management of Surgeons, investigated on the spot of the leveled operation all over the hospital; Collected non-intervention of operations case analysis above3grade. We analyzed the relationship about operative grade, surgical doctors professional titles, qualifications, professional life and the incidence of surgical complications. Results:After implementing surgical doctor permission management, among those patients,32.66%underwent above the Grade3, surgical complication rate had dropped1.74%, Postgraduate academic groups and senior groups of surgical complication rates were significantly lower than the control group. Conclusion:The implementation of surgical doctors permission management effectively reduced the incidence of surgical complications. Surgical difficulty, physician qualifications and seniority were the key factors affecting the incidence of surgical complications. A single title corresponding to the operative rationality was not the technology access standard.
