On The Development, And Solutions Of Primary Medical Quality Supervision Of Haicang District, Xiamen

With the reform of our country, medical reform has gradually become an importantissues of social concern. Despite the health supervision system reform of our countryconstantly, but still a weak link to be imperative. In this study, the quality supervision ofmedical institutions in Haicang District of Xiamen city as an example, the investigationof the quality supervision system of primary health care, basic medical service qualitysupervision problems, and put forward the corresponding countermeasures.Through research, survey of medical institutions in Haicang District of Xiamen cityand the problems of the supervision and the quality of medical services. The resultsshowed that:(1) Haicang District public hospital was higher than that of supervisionagencies, health supervision and law enforcement team was commissioned lawenforcement, awkward position lead only the law enforcement power but not have theright to punish;(2)Mainly to post supervision by law enforcement, passive majority, lackof preventive supervision, has not yet established a long-term supervision mechanism;(3)Lack of strength, coordinators and quality is not high, methods and skills of healthsupervision and law enforcement should be improved;(4) basic medical qualitysupervision and restriction mechanism Co., on the one hand come from inside theorganization setting of power restriction Co., on the other hand, from the outside of thepeople of the health supervision law enforcement operation in co..Analysis for the Haicang District, the author puts forward the followingcountermeasures:(1) the reform of medical quality supervision system, the removal ofpublic hospital administration, the establishment of medical supervision powergrass-roots administrative and legal status, and the protection of law enforcement andpunishment, to ensure the effective implementation of medical quality supervision,determine the subject and position of medical quality supervision and law enforcement and the reform of administrative law enforcement of administrative management mode;(2) the reform of power set, at the same time, the establishment of modern medicalmonitoring system level;(3) strengthen health supervision and law enforcement team, thenumber of law enforcement supervision power and supervision of the object isproportional to the increase; the quality of law enforcement personnel, improve themethods and skills of health supervision and law enforcement level, done with themethod of peers, with when all is entered;(4) improve the mechanism of supervision andrestriction of power, to the medical quality supervision control, not only from theorganization’s internal settings of supervision department system about, also want to playoutside people’s medical quality supervision and law enforcement supervision.
