The Study Of The Current Situation Of The Implementation Of National Essential Medicines System Of The Basic Medical Institutions In Anshun And Corresponding Countermeasures

Implementation of the national basic drug system, is an important measure of China’s current reform of the medical and health system. Therefore, the implementation of national essential drug system in basic medical institutions in Anshun city of Guizhou Province, has the important practical significance and theoretical value.The writing framework, the main contents and innovation of this paper is:Besides "Introduction" and "conclusion", consists of three main parts.The first part:the basic medical institutions and basic medicine system related theory explanation. This part defines the basic medical institutions and basic drug system concept, significance of focusing on China’s national essential drug system as well as the contents of the implementation of the essential medicine system.The second part:investigation and analysis of the status of implementation of essential drug system of grass-roots medical institutions in Anshun city. This part mainly uses the method of questionnaire and interview, the implementation of essential drug system, basic medical institutions of Anshun City, the basic medicine distribution enterprise, drug stores were investigated. Through investigation, to find out the specific circumstances of the implementation of the basic drug system in Anshun City, such as the basic medicine, usage, operation of the basic drug distribution enterprises, quality with drugs, the public and the medical staffs cognition situation of basic drugs.The third part:the problems and Countermeasures in implementation of essential medicine system of grass-roots medical institutions in Anshun city. This part points out, the primary medical institutions in Anshun the implementation of essential drug system in "national essential drugs list of local adaptation is not enough","on the production and supply, drug distribution, procurement platform of supervision" etc.. Aiming at these problems, this paper puts forward seven improved measures:(1) the scientific adjustment of national essential drug list, which has local medical need adaptability;(2) take effective measures, strengthen the supervision and management of the basic drug system;(3) strengthening the propaganda work, improve public awareness and medical personnel of basic drugs and reliability; improving the compensation policy of primary health care institutions, play a role in the greatest incentive;(5) strengthening government as, do basic drugs circulation order of normative work;(6) optimizing health service layout, promote the implementation of national essential drug system made grassroots medical institutions in private;(7) strengthen and perfect the legislation, guarantee the effective implementation the basic medicine system.The main innovation of this paper lies in two aspects:one is the innovation of research method, namely in the domestic academic circle for the first time by the means of questionnaire and interview study of Anshun City, the implementation of national essential drug system; two is the innovation countermeasure and suggestion, namely the "adjustment of national essential drugs list in order to enhance the local adaptation""grassroots medical institutions, improve the compensation policy to maximize motivation" policy, both must be original, and has important application value.
