In the case of whole country’s primary medical institution has implemented theessential medicines system(EMS).this researth has investigated the implementationsituation of EMS in Guangdong Province,Analyzed the problems in the EMSimplementation process in the new medical reform environment,proposed thecorresponding countermeasures and provided a reference for the development of morescientific and reasonable of EMS.According to difference of geographical and economic level,conducted asample survey of the primary medical institution in Guangdong Province. Conductedan on-site interviews and KAP survey to Health Professionals. Acquisitionprescription,drug purchase and sales receipts. Using spss software to process.Only19.2%of the Primary health personnel clear the relationship of basicmedical insurance drug list and the essential medicines List.60.3%of primaryphysicians were not familiar with the drug of essential medicines List.92.6%of theinstitutions did not perform prescription review system. The essential medicinesreserve ratio is66.1%.68.6%of the primary medical institution’s drug purchase pricewere rise(36.1%of drug purchase prices increased by an average of21.1%,individualspecies increased range up to388.9%).Per prescription drug costs decline an averageof36.1%;Net essential medicines prescription was significantly increased;the averagesingle prescription medication species was increased;the prescription with More thanfive kinds of drugs has risen significantly;The township health center’s proportion ofantibacterial and injectiondrugs were decreased;The proportion of prescription usingdrugs tradename decreased significantly. Primary health personnel has low awareness level of the essential medicinessystem and not familiar with the essential medicines list;The majority of Primaryhealth personnel support the implementation and optimistic about the development ofthe EMS,but not satisfied with the current implementation;Most primary medicalinstitution can not effectively perform EMS,so it can not guarantee priority andrational use of essential medicines.Essential medicines list was lack of variety and with low availability,but highprice;Prescription drug expenses was decrease and the proportion of the using ofessential medicine was increase but patient satisfaction was low;Drug associated andabuse situation was further deepen;The using of antimicrobial drugs and injectionswere higher than the international level.In order to solve the problems that arising from the implementation of EMS inGuangdong Province,this paper presents some recommendations.Such asstrengthening publicity to raise awareness; appropriate to relax the restrictions ofEssential Drugs List; issued rules to protect the priority and rational use of essentialdrugs; raise the proportion of Essential Drugs; reduce the overall prices; strengthendrug supervision and training.
