Background Following the development of the high quality nursing service, human resources and management is increasingly important in nursing supervision, it is one of the important factors to ensure the quality of nursing supervision. The Nursing administrators is the central figure of the hospital nursing management and responsible for the overall management of the quality of hospital care. The knowledge, skills and attitudes of the administrators in nursing supervision is the premise of reflecting the effective supervision of behavior. Domestic and foreign management of nursing competency has not yet formed a Science and recognized mature system at present. Therefore, it is important to nursing professional development and management for establishing a set of pragmatic, objective and feasible Nursing management competency system.Objective To construct the domestic scientific systematic comprehensive and practical clinical nursing management competency index system and draw up the ideal standards, providing a theoretical basis for China’s nursing management human resources allocation and development of nursing management development.We made nursing management more scientific, standardized, standardization, and high quality.Application of competence to evaluate nursing management position is not only quantified the external conditions and internal conditions.The system can provide a theoretical basis for the nursing managers to build high-quality nursing field in China,the standard for the selection of nursing management personnel, and a theoretical basis for the government policy making.Methods This study adopted literature review method and expert interview method to establish the Nursing management competency index system (The director of nursing department, head nurse, head nurse),and consulted the clinical nursing management experts (experts for short) two rounds on each index originally determined using Delphi method.It adopted AHP method and average method to calculate the weight of each index and construct the index system of nursing management competency. To clear the competency of the management of nursing personnel.Results The effective recovery rate of Two rounds of questionnaires has reached91%,94%respectively. The coefficient of authority of experts was0.875between [0.55,0.90] interval, within the scope of this subject of expert consultation system established authority effective; While the consistency test of index system meet the requirements of the logical consistency, which indicated the weight of all the index were scientific and objective.finally established the basic competence of superintendent of nursing department, supervisor of nursing care and head nurses. The competency of superintendent of nursing department established5first level indexes ("professional knowledge and skills", quality of work "," management "," teaching ability "," research ability "),20two level indexes,62three level indexes; The competency of supervisor of nursing care established5first level indexes (" professional knowledge and skills "," quality of work,"management","teaching ability","research ability"),18two level indexes,58three level indexes; The competency of head nurses established5first level indexes ("professional knowledge and skills", quality of work "," management "," teaching ability "," research ability "),20two level indexes,56three level indexes.composed of three nursing management post competency, which established the indicator system for the nursing management position competency with Ⅲ-degree hospital.Conclusion This study used the Delphi method nursing management consulting30experts, initially established tertiary hospital care and management of the competence index system and indicators at all levels and weight. The index system includes the five-level indicators of the Director of Nursing,20secondary indicators, the62three indicators; Division matron five-level indicators,18secondary indicators,58three indicators; matron51evel indicators,20secondary indicators,56three indicators. The establish ment of the scientific nursing management standards can evaluate to train.certificate and select talents for nursing management scientificly.It also provides potential application value for nursing management job personnel to selecting, training, performance management, salary, occupation development and strategic planning. In addition, it can promote the development of nursing management discipline. And provide suggestions for clinical nurses to improve their core competence.
