The state of Jin is an important closure State of the Xi Zhou Dynasty, the landgrave in the national environment surrounding Rong and Di and relatively closed geographical environment, in the beginning the king of Zhou dynasty warned Tang Shu govern landgrave according to their own situation. In Spring and Autumn Period, powerful countries surround it. It has not changed that Rong and Di is for the neighborhood with the State of Jin. For Jin state, the topic is whether the national standards and take measures to treat peripheral Rong and Di or not. This problem is related to the rise and fall of the State of Jin, affecting the rise and fall of the state of Jin demi nance.This paper is divided into five parts, the first part simply introduces the state of Jin founding, rise and fall, and summarizes the state of Jin neighboring ethnic environment from the opinions of the North and South, East and West of the Spring and Autumn Period. The second part is on the basis of previous studies, coping with the basic principles of the State of Jin, which deals with ethnic relationship in Spring and Autumn period. The third part illustrates the measures which are dealing with ethnic relations of the State of Jin in the Spring and Autumn Period, including military conquest, alliance, marriage, economic and cultural exchange of resources in four areas. The fourth part is the bright spot of this article, the analysis of the State of Jin which is deals with ethnic relations in addition to the surrounding ethnic environment, constraints should also include the change of the strength between the state of jin and Rong and Di, Jin’s internal political struggle, the development of the situation, the Spring and Autumn hegemony and so on. The last part concludes that becase the State of Jin exists in special national environment and their own geographical landscape, makes the decline in royal, feudal hegemony of the Spring and Autumn Period, the State of Jin showed uniqueness which is different from other vassal state to deal with the problem of ethnic relations.
