Both English and Korean have the expressions to express the quantity, which are called the quantifier. When there are a quantifier and a negation word in the negative sentence, the existence of the quantifier will affect the negation scope. This paper compares and analyzes the English and Korean negation scope in sentence with quantifier on the syntactic and semantic levels, discusses the relationship between the quantifier and the negation word. Come to a conclusion:there is a similarity of relationship between the quantifier and the negation word in the English and Korean negative sentences. In the syntactic study, the procedure of negation in the negative sentence with quantifier has one more step than the negative sentence without quantifier. Therefore on semantic level, the negative sentence with quantifier has more than one meaning. The interactional relationship between the quantifier and the negation word is happened when they are co-occurred in the sentence, which is the individuality of the negative sentence with the quantifier. In syntactic study, this paper discusses two sentence constructions that quantifier in the subject place and the object place, concludes the similarity of the negation scope between English and Korean negative sentences with the quantifier. The procedure of negation in the negative sentence with quantifier has one more step, which causes the multiple interpretations of the negative sentence with quantifier, which also overcomes the absolute interpretation about the negative sentence with quantifier. When the quantifier is in the subject place in the negative sentence, the negation procedure has two steps. The first step of negation procedure situates the core of the sentence-predicate; meanwhile, because of the existence of the quantifier in the subject place, there is the second step of the negation procedure, which means the second step of negation procedure acts directly on the quantifier in the subject place. In addition, the negation scope includes the quantifier in the object position when negation scope acts on the predicate structure. On semantic level, both English and Korean quantifiers share the similar semantic features under the negation scope. The semantic results of negating a quantifier usually are less than the quantity of that quantifier. The semantic results of negating the universal quantifier have two different semantic features, some quantities or zero. When the existential quantifier negated, the semantic results express certain quantities. In the end, the comparison of negation scope between sentence with quantifier and without quantifier demonstrates again the individual relationship between the negation word and the quantifier in the negative sentence. On the syntactic level, the quantifier in the subject place in the negative sentence causes the two steps of negation procedure, but the pronoun in the subject place cannot have an effect on the negation scope and be negated by the negation word alone. On the semantic level, the negation word does not exert an influence on the sematic dimension of the pronoun and the numeral.
