SAHP-based Research On Evaluation Of Restoration Urgency Of Historical Legacy

In recent years, although China has made great progress in economicdevelopment, the work of cultural legacy restoration and protection has beenstagnant. Many legacies are suffering from various harms due to the lack ofrelevant protection. In the meantime, centralized cultural legacy management ledby government and the lack of fund have obstructed legacy restoration. Now, theurgency of architectural cultural legacy restoration has attracted increasinglymore attention from scholars. Present ranking of cultural restoration urgencyuses Analytical Hierarchical Process (AHP) which is based upon the experts’scores on cultural value, extent of damage and operability. However, this methodfails to take into account the authority of experts, and to present expert judgmentwith probability distribution. Through the combination of expert weight an dstochastic Analytical Hierarchical Process (S-AHP), this research improvestraditional AHP model, and develops the S-AHP model for architectural culturallegacy restoration urgency evaluation model.First, this research reviews extant literature and resorts to questionnaire survey.With factor analysis, reliability analysis and validity analysis, it establishes theevaluation criteria system for architectural cultural legacy restoration with29specific criteria of three tiers. Based upon this system, it sets the criteria andsub-criteria hierarchies. Then, using the genetic algorithm, this research fits theexperience curve of expert weight in order to reduce the biases in expertjudgment. In addition, it presents expert judgment with probabilistic distr ibution,better showing experts’ opinions. Also, it sets the S-AHP model of architecturalcultural legacy restoration urgency. Finally, it takes the case of five culturallegacies in Dazhu County of Sichuan Province as an example. Result shows thatS-AHP is preferable to conventional AHP in facilitating decision making. basedupon Serial Number Sum Theory. S-AHP can better show the ranking of urgency.This research provides a good reference in decision making related toallocating limited fund to cultural legacies most in need. Also, the incorporationof expert weight in S-AHP model can be applied to other areas, offering scholarsanalytical approach in related studies.
