Ancient Village has a long history and profound culture. This is thecontinuation of human settlements, is also the essence of traditional Chinesearchitecture. In recent years, actively promote the historical and cultural ancientvillage protection, infrastructure construction lagged behind, excessive developmentof tourism, benefits asymmetry problems emerging. Many historical and culturalancient village protection still stay in policy formulation, planning and research, pilotpreliminary level of improvement. At the process of economic development andurbanization in the countryside, how to effectively evaluation and implementprotection policy has important significance.This article through on-the-spot investigation and study of history and cultureof the ancient village, select JinShan two province historical and cultural ancientvillage as the research object, on the research background, purpose, significance,content, and on the basis of domestic and foreign research dynamic. According tofield investigation questionnaire, interview and statistics issued by the relevantdepartments, to summarize policy implement present situation and predicament.Using ideas and methods of public policy evaluation, preliminary build benefitevaluation standard, stability evaluation standards, and feasibility standard. In benefitevaluation standard, in an integrated satisfaction for measuring basis, for thegovernment, villagers and developers to analysis, concluded that the interests of thedistribution process, the comprehensive satisfaction maximization model; in stability evaluation standard, based on system coordination degree measure basis, stability willbe considered a social, economic, environmental, cultural, coordinated developmentbetween four subsystems; in feasibility evaluation standard, the degree of thegovernment, villagers and developers to cooperate for measuring basis, lays stress onresearch of factors affecting the villagers cooperation degree, and clustering analysisto these factors. Take the Dangjia Village as the example, summarized policyimplementation situation, and application of evaluation method, analysis of protectionpolicy implementation effect. In the end, based on the evaluation method of existingprotection and puts forward some countermeasures to improve policies andregulations insufficient.
