Three Gorges Project achieved great benefits in the power generation, flood discharge, shipping, but also brought many problems,which caused controversy among scholars and experts. The Three Gorges Project produce electricity with renewable clean and strong hydraulic power, which is conducive to regulating the discharged volume of the Yangtze river. But the reservoir impoundment caused water pollution, soil erosion, geological disasters directly or indirectly. What’s more, the decade’s immigration also attracted controversy because it evolves large population and huge investment.It was in this context that the three gorges project triggered a fierce ethical debate. Supporters accredit comprehensive benefits of the three gorges project, and believed that those problems can be improved or solved in later stages; defenders consider that the Three Gorges Project led to massive negative effects and hidden troubles, some of which have been exposed, and some of which are long-term issues. The Three Gorges Project has not reached its expectations. These arguments originate from the contradiction among benefits of the three gorges project, public’s demands for personal well-being and the virtuous cycling of natural environment, the essence of which is people’s different engineering ethics.Engineering has its duality, high benefit with high risk. Water conservancy project achieves comprehensive benefit based on the sacrifice of the ecological environment and humanity and society. Engineering and ethics are both contradictory and interdependent. Ethics leads the "truth" of engineering practice, and the "good" of ethics is reflected by engineering practice. Only keep the balance between them, can engineering technology better bring benefits to human beings. The Three Gorges Project must achieve the subjective and objective combination to achieve the unity of "true" and "good" in the follow-up work. On the one hand, improve the engineering ethics consciousness of the public and the design management group, which helps them to know their role in the engineering practice. On the other hand, according to the feedback of adjustment of the later work, it is suggested to give priority to solve the more fierce conflicts.
