On Guidance And Dispelling Of Network Economy’s Dual-character Value

With the continuous improvement of science and technology as well as the rapid development of network technology, humans began with a brand new economic times of network technology when entered in the late1990s, its emergence is the product of the development of information technology, so is the performance of the progress of science and technology as well as human civilization; its development force human to a "crossroad" which they must choose their own future.On one hand, making use of this new technology well can bring huge benefits to human life in all aspects and promote the rapid development of human civilization. On the other hand, the network society is human society of extension and expansion, however, the network technology likes a "double-edged sword" which not only brings human being about the Gospel of heaven, but also echoes of hell. As a new economic, apart from that network economy have an great impact on the traditional economy, it faces lots of ethical issues such as personal privacy, intellectual property rights, information security, information monopoly, etc.In this paper, conducting a study on the network economic value duality of ethical regulation, especially negative value of the network economy, using technology, administration, law and other methods to an ethical approach to guide and dispel, putting forward ethical regulations and corresponding countermeasures on strengthening network economic activities.
