The period of the Republic of China is the one in which China’s cultural changed fast and developed towards prosperity, during which the birth of many literature masters occurred. Art is an important part of the culture and art. During the period of the Republic of China, art has been fully impacted by Western art ideas, realistic thought had been widely spread in the background of Anti Japanese war. In order to promote the development of art and art education to the public, the government of the Republic of China after a total held three national fine arts exhibition, the exhibition has aroused widespread concern in society at that time. The last time the national art exhibition was held at the Chongqing Central Library in1942December to1943January the third national art exhibition.This paper firstly discusses the significance of the third National Art Exhibition of the Republic of China, and holds the idea that it is very necessary and do research on it. The third National Arts Exhibition was held in the special historical period of the war of resistance against Japan, compared with the two national art exhibition, the exhibition due to the special geographical location of the special historic background and the rear, will make the exhibition a wartime atmosphere, compared with the previous two sessions with its preparation, different regions, content and the characteristics, influence on the society and the war that is unprecedented and unrepeatable. In this particular context, the National Government Ministry of Education decided to art exhibition held nationwide, in order to improve wartime public spirit, and art education to the masses. A wartime context held national art exhibition will face many disadvantages, some obstacles are insurmountable. The exhibition organizers especially put forward many challenges to the preparatory committee. On one hand, they need to have the courage and ability, on the other hand, they are also needed to have the rich experience and the ability to predict. Through the concrete process of the exhibition held research will help us to clarify the context of the exhibition, which is convenient for today we have a lighter and clear understanding of the art exhibition, which for us today to hold art exhibitions or other art promotion activities will have certain historic significance.In the second part of this paper, the third National Art Exhibition’s social cultural background is analyzed. From the international environment, in the political, economic and cultural aspects, the international environment faced during the Republic of China, although there are some positive factors, but overall is negative. In this kind of international environment, influence the art will be more powerful Western art. Among them, influence of art field by western realism art and painting skills. Whether students went to Japan and Europe, or the students, they are learning the art thoughts are the western art, when they returned in the China actively advocates the science, which has risen in the modern art movement in the Republic of China era, and its core is the so-called "Western painting movement". The rise of Modern Art Movement promoted the development of art education, and prompted the government of the Republic of China Art Education into the national education system. Influence of foreign art on China art is profound, especially modern realism of Western art, and it occupied a dominant position in the period of the Republic of China Art trend. Because our country modern art masters are accepting the western art ideas, which makes the theory and method of Chinese modern art education is western, in this process, the masters will intentionally or unintentionally western art combined with Chinese traditional art, is a pursuit of the art of pragmatism, on the other hand is the future of the promoting the development of traditional art. The difficult survival environment faced by culture and art at the period of Anti-Japan war is analyzed in the third part. After the failure of Songhu battle, Nanjing, Wuhan and Guangzhou and the eastern part of China are almost all invaded by the Japanese. In this context, including artists, artists have to central and western transfer the enemy rear. And in the second National Art Exhibition on the basis of the first national exhibition has been more successfully held. The third art exhibition while facing difficult wartime environment, but also more successfully in the capital Chongqing held. The exhibition shows the period of the Republic of China’s artistic progress, also show the artists and peoples and countries with valuable quality of fate.This paper also summarizes the specific contents of the third National Fine Arts Exhibition. Third exhibition is sponsored by the Ministry of education, the establishment of the Preparatory Committee of the leading developed a more mature works collection, exhibits, exhibition design, exhibition review, exhibits and exhibits returned to award in the rush to two months. This paper holds that it provided the ideological work, the wartime, learn skills and a platform for exchange of views and opportunity to express open it to many artists, but also greatly promote the role to the popularization and the development of art. In the background of the war of resistance, it is to influence people’s spirit and thought from the angle of art. In fact, art exhibition, including third national fine arts exhibition, in their international image, adjust the public mood, communication international people and win foreign compassion and acceptance has played a certain role. From the view of culture, the third art exhibition further promoted the spread and popularization of the realism art in China.
