In Shengzong period of Liao dynasty, the rulers Xiao Chuo and Yelv Longxu are in power successively, and their ruling time spans half a century. During this period, Liao dynasty reaches to its peak with political stability, social prosperity, and peacefulness and contentment of all ranks and classes, which is the result of people’s efforts and the reasonable ruling. When evaluating the history of Liao dynasty, this period is acknowledged positively. However, it should it noticed that in the process of active feudalization reform, with the changes of power and status, the contradictions between the Khitans and the Hans appear constantly. And the contradictions even became the problems that the highest ruler must pay attention to and solve. The feudalization reform of Shengzong period is mostly performed by introducing and absorbing Han cultures, which mainly learning feudal system of Tang and Song dynasty. Han officials play very important role in a certain period of this reform, because they control most of the power. Of course, this situation would relatively weaken the power and shake the status of the Khitan officials, and also affect Khitan people’s production and life, even part of rights and interests. Therefore the change of power and status leads to the contradictions between Khitan and Han officials. Within the ruling class, there are different opinions about the formulation and adjustment of the reform policy. Some people advocate localization reform, while other people hold the Khitan’s original customs, which lead to the Qi-Han Contradictions. With the emergence and development of the contradiction prompt rulers have to adjust the pace of reform in order to comply with the historical reality and objective laws. Both Xiao Chuo and Yelv Longxu support not only localization reform, but also the Khitan’s original customs, So their political ideas influence the occurrence and development of the contradiction. The basic principle of "governance according to the customs" and the different production models of different geographic environment are the policy root cause and objective cause of contradictions. Meanwhile, they make sure that the contradiction could be controlled and determine the development direction of the contradictions. In general, the Qi-Han Contradictions are produced in the reform, adjusted in it, and serve the reform. Objectively, the Qi-Han Contradictions are beneficial to the feudalization reform of Shengzong period, of course which led to a certain influence in Xingzong period.
