Sixteen States Period, northern ethnic surging widely active in the north of the Yellow River, the Huns, Jie, Di and Qiang ethnic minorities have established their own regime. Xianbei regime which established accounting for nearly half of the Sixteen States Period regime, in addition to the establishment of the BeiWei by XianBei TuoBa, and eastern Xianbei Murong established Nanyan, Qianyan, Houyan, Xiyan, Western Xianbei established Xiqin and Nanliang, Qinghaiprovince has another Tuguhun regime in history has left a profound impact. On this paper is mainly western and southern Xianbei established Xiqin and Nanliang regime.In385AD, Xianbei Qifu established Xiqin, perish in AD431after a total of47years, of which400to409years after being destroyed Qin; AD397, Xianbei Tufa established Nanliang, perish in the year414AD, a total of18years.
