The Research Of Governance Mechanisms For Gansu Cultural Resources Protection And Utilization

With the rapid development of economic and cultural integration, the effect of knowledge on economic growth has become increasingly prominent. Importance of cultural resources has made a broad interest, as the carrier of culture. Many scholars made researches for cultural resources, and they also got some results. However, the currently available literature, scholars from various countries mostly made studies on some specific aspects of cultural resources, such as the cultural resource’s assessing, funding, and other scarce resources protection. But no system of governance mechanisms has been made. In addition, the studies on both the subjects and the role that each subject should be played are not sufficient, and failed to reach a unified consensus.Therefore, this study is based on the perspective of the theory of polycentric governance, and is making Gansu Province as the main scope of the study. First, the study is based on the re-collating for cultural resources in Gansu Province, and analyzing the reality of in the conservation and utilization on cultural resources in Gansu Province.Second, the study are revealing the shortcomings and problems in the development of conservation and utilization on cultural resources in Gansu Province, and focusing the factors restricting on that. Third, the study is making the effect on the conservation and utilization on cultural resources in Gansu Province. The study is trying to make the multiple subjects as the governance mechanism’s core, including government, business and social organizations, and exploring the institutional mechanisms, funding mechanisms, assessment mechanisms, personnel mechanisms and monitoring mechanisms. At last, the study is trying to build a more scientific and rational, comprehensive, more feasible governance mechanism. Making a expectation to make some contribution on the protection and Utilization of cultural resources in Gansu Province, and also to providing some reflections for the cultural resource protection and utilization of other areas.
