Foreign aid is an important part of China’s work in the field of external relations, as well as a significant way to strengthen the friendly and cooperative relations between China and other developing countries. Aid to Africa has long been an important constituent of China’s foreign work, which has not been suspended since the early days of the foundation. While corresponding to the changes in the domestic and international environment, there have been adjustments in the policies of the aid to Africa. China has benefit tremendously from the years’aid to Africa; however, with China’s economy power strengthening and the influence of China in Africa expanding, some discord notes begin to arise. The British magazine "the economist" even depicted China as the "neo-colonialist" in Africa.In response to the generation of the "neo-colonialism theory", this article started from the basic concepts of the colonialism and the neo-colonialism and further explored the common essential of the colonialism and the neo-colonialism, finally analyzed and proved that China’s aid to Africa is not "neo-colonialism". Based on the content of the "neo-colonialism theory" of China’s aid to Africa, the article introduces and illustrated the source of the "neo-colonialism theory". The article proved the fabrication of the "neo-colonialism theory" from three different aspects, which is the insufficiency in theoretical basis, the absence in historic fact support and the inauthenticity of the actual facts. Through reviewing the history of China’s aid to Africa, the article demonstrated that China has been giving assistance to Africa in the principle of equal cooperation and denied the "neo-colonialism theory" of China’s aid to Africa. At last, the article quoted an actual case—"Angola mode" to further proved that China’s aid to Africa is not "neo-colonialism"; contrarily this aid mode is a win-win situation both for China and Africa. In the meantime, the article analyzed the substance of the generation of the "neo-colonialism theory" from the perspective of European and the United State and the Africa respectively. It explored the deep inside motive of these countries to advocate the "neo-colonialism theory". The article concluded the negative effect the "neo-colonialism theory" brought about to China combined with international and domestic environment and accordingly the article pointed out the problems existing in China’s aid to Africa. Moreover, the article also listed some relevant illumination of the problems discussed.For the current state of China’s aid to Africa, China has to take comprehensive consideration of the domestic and international environment and actively tackle the challenges coming from all directions. Apart from giving aid to Africa within capacity, China should also provisionary set up long-term strategies in terms of giving aids to Africa’s. In this way, China will be expected to obtain a win-win or more win-win results while it is fitting into the global change.
