The Research On Election System Of Grass-roots Village Level Organization Of China

With the development of society and economy, enhancement of farmerdemocratic consciousness and strengthening of legal consciousness, a number ofproblems have cropped up in the actual operating process of grass-roots village levelelection (Villagers Committees Election), such as imperfection of election law system,feeble supervision of corruption in election, harmful effect of three forces etc.. Thenewly-amended Organic Law of Villagers Committees, which was approved in a voteon October28th,2010, improved the villagers committees’ procedures of election andrecall as well as the democratic supervision system etc., and played an important rolein perfecting villager autonomy system and developing democracy at the grass-rootslevel in rural areas. Although the law had improved the election rules, it still failed tosolve the problems arised in election, and as a new law it has yet to be undertakingfurther observation for implementing effects. Combining with the investigation andresearch on election system at village level of wt neighborhood, OH district inWenzhou, this paper focused on analyzing present situation of election system atgrass-roots village level of our country and probed into the problems therein by usingconcerned theories of politics, sociology and law. It was succeeded to find the roots ofproblems and the countermeasures to improvement of election system at grass-rootsvillage level of our country were raised. The paper consists of4parts as follows: The first part was Introduction. It mainly introduced researching themebackground of this paper, containing the origin, purpose, significance, as well as theresearch thoughts and methods.The second part was Analysis of Present Situation. Some relevant concepts aboutgrass-roots village level organization election, primary object of the study and itsdeveloping process and status were presented in this part. It mainly focused on theconcept of villager committees election system of our country, several primary timepoints in development, drawbacks and deficiency in developing situations etc..Various problems existed in current election were described in the third part fromdifferent angles of external factors such as legislation, system, humanistic quality,environment of economy and culture etc., not only involving law level but alsoartificial field.Suggestions on improving grass-roots village level organization election of ourcountry were put forwarded in the fourth part. Directing against those problemsemerging in election, the suggestions of improvement were advanced on basis ofexternal factors such as legislation, system, humanistic quality, environment ofeconomy and culture etc. the same as former.In conclusion, the grass-roots village level organization election has been on theroad of democratization for a period. In the course of practice we have made someachievements, with the purpose of accumulating much precious experience toembrace the upcoming democracy building, the improvement of grass-roots villagelevel organization election of our country has to speed up on the basis ofachievements consolidation.
