In the process of the transformation of government functions, the "smallgovernment, big society" structure is formed. Some new situations and new problems inthe field of social management need to be governed by government and socialorganizations together.Report of the Seventeenth Party Congress proposed to "build thesocial management pattern of perfect Party committee leadership, governmentresponsibility, social coordination and public participation", the structure of socialmanagement model emphasizes the importance of social groups to participate in socialmanagement. Thisprovides the opportunity for women’s participation in social management, but alsoexpand the women’s work space.This paper first analyze the condition of the rural women’s needs survey, toidentify priorities for future work of women’s Federation. Based on determining thework target, analyzes the advantages and disadvantages of women’s organizations in therural social management as well as opportunities and challenges of the women’sfederations of network, and then combined with the practical constraints present inwomen’s organizations participation in social management, Then proposed to the pathof Women’s Organizations to participate in the Management of Rural Society. clear ofhow to seize the opportunity, for the benefit of the negative, use of their own advantages,enhance their participation in rural social management ability level in the period ofsocial transformation for women’s organizations. The study suggests that theopportunities of women’s organizations to participate in social management lie in thefact that the transformation of government functions provide opportunities for women’sFederation extending functions,the development of socialist democracy provides agood political environment for women’s participation in social management, theconstruction of the new socialist countryside provides a stage for functional display,rural women and children growing interest call for Women’s Federation participation insocial management.As to the challenges that may be faced by Women’s Federation participation in social management.they include the challenges caused by thedifferentiation of women interests groups,challenges of diversity non-governmentalwomen’s organizations.The advantage of women’s organizations in rural socialmanagement lies in its organization network advantage role advantages.To the contrary,the disadvantages of women’s Federation participation in social managements isassociated with its multiple roles bring disadvantage, the problem of network coverage,working method is backward, ability level is not enough. In addition, the women’sparticipation in the management of rural society is facing realistic constraints, mainlyfor the function positioning fuzzy, lack of sustained financial support, the traditionaladministrative work style can not satisfied the women’s needs, lack of long-termworking mechanism. Therefore, according to the demand of rural women, and based onthe advantages of the women’s Federation network and the constraints of women’sparticipation in social management practical,This study suggested that we shouldenhance social management of the women’s Federation in rural social management fromsix aspects such as win support for health and employment service by the politicaladvantage; integration of resources to get the financial support for riches rural women’samateur life; using communication advantage to improve the community order;increasing efforts to help left-behind group relieve their pressure; building long-termworking mechanism to strengthen the effect of social management; Strengthen theirown construction to enhance the ability to participate in social management.
