As an organization boasting a history of60years, the Women’s Federation has developed into a women’s institution with the most mature mechanism and most profound influence. In the past60years, the Women’s Federation has actively adapted itself to the new situation, constantly consolidated its institutional construction, adjusted functional positioning and innovated the way of working and has therefore played an important role in safeguarding women’s rights and interests and promoting women’s growth. However, as a social group of typical Chinese characteristics and governed under particular political framework, its institutional positioning and functioning has been restricted to an extent. What’s more, nowadays the Women’ Federation is faced with great pressure of reforming caused by a series of factors, such as the advent of civil society era and the establishment of Chinese socialist market economy, the change in the restriction mechanism and way of obtaining resources brought about by the transferring of CPC’S ruling way and the government function, the influence of operating patterns practiced by international women’s organizations in an age of globalization, springing up of numerous nongovernmental women groups, and the challenges triggered off by diversification of women’s group interests demand. As a result, it has been a concern of numerous women workers and scholars in the academic circles.Functional positioning determines the developing strategy and working way of the Women’s Federation and reflects the ability of absorbing and integrating social resources of the organization. Viewed from the perspective of a women’s worker, this paper will, on the basis of reviewing the evolution of the functional positioning and role function of the Women’s Federation, focus on the issue of the transferring of its function, and explore the nature of the organization. In this paper, Shandong Women’s Federation as a provincial organization will be studied first in terms of its function, successful experience in the process of performing its duty and problems existing in operation, and then the possible ways of innovation will be explored by applying resource-dependent theory, law of the third sector and structural functionalism theory. Finally, some suggestions of countermeasures will be proposed, including:clarifying the functional positioning and establishing the image of Women’s Federation as an organization; stressing priorities and manifesting its nature of serving the general public; expanding resource channels and spreading its influence; perfecting the operating pattern and improving its efficiency.If the paper can be of some benefit to the innovation and development of the Women’s Federation to make the organization a warm home for the women group which marks the recovery of its nature, the author will feel pretty gratified because this is just where the purpose of writing the paper lies.
