| This article mainly analyses the founded background, the operation and organization as wellas terms of reference of the Privy Council in the Yuan dynasty.Relying on the financial and military resources of central China, Kublai Khan conqueredthe Central Plain and became the emperor of the Great Khan. He then moved the administrativefocus of the Great Mongolian southward. Old patterns of domination changed because ofdifferent ruling objects, and Han system also had affects on the Great Mongolian’s policy. It’s inthis context that the Privy Council that served as the most prominent among the centralinstitution in early Yuan dynasty came into being. To be concrete, with the changing of thepolitical and military conditions,it’s necessary for the Mongol government to set up the highestgoverning agency to deal with different kinds of complex tasks.In this case, The Privy Councilwas established at that time to directly weaken the growing influence of the Han Chinese in thecentral organization.The organizational form of The Privy Council in Yuan dynasty derived from King dynasty,however, being influenced by old Mongolian models, the Privy Council manifested andfunctioned differently in practice. For example, high officials including county magistrate, thecommon county magistrate and vice-minister had different tasks at that time; Both the crownprince being as county magistrate concurrently and conferring county magistrate belong not toThe Privy Council but just be taken as certain court officers.The Privy Council had an important place in the political life of the Yuan Dynasty, whichmainly took over military and political functions. For example, it has great power to controlarmies,to appoint and caress officers, to reward or punish the military, to facilitates militarydecision-making,to execute out-of-town or soldiering tasks and so on. Meanwhile,The PrivyCouncil officials also had often been dispatched to handle government affairs related nothingwith military tasks. |
