In the modern English history since the Tudor Britain, the Privy Council was an very important institution. It was produced in the government revolution which promoted by the Reformation, and was a reflection to the rise of new social force in Britain. The Privy Council inherited some features of the central government since medieval England, but had a different character:it was no longer a dependency to the crown, but become a relatively independent government agency with ability to make decision. the Privy Council also effected the production and formation of the cabinet, so it can be called a beginning of the modern government in Britain. Basing on the historical background, process of building and the early features of the Privy Council, the author spreads his narrative and analysis.The paper can be divided into three major parts:the foreword, the text, and the conclusion. The foreword briefly introduces the reasons and the significance of this topic, the present situation of the academic research in and abroad, and the research objectives and methods. The text is made up of three chapters:the first chapter introduces the structure of British government before the Privy Council, as well as the origin of the Privy Council. The second chapter focuses on the establishment, development and early characteristics of the Privy Council. The third chapter aims to analyze the further development of the Privy Council under Queen Elizabeth’s rule. The conclusion is a summary of the Privy Council, the meaning of the system and the influence on later generations, and to deepen the understanding of it.
