Study On Philippine Consular Protection And Lessons For China

In the context of the strategy of going out, a lot of nationals and companies chose to go abroad. At thesame time, a series of security incidents that refer to the overseas Chinese citizens and enterprises occurfrequently, which make people feel sad. Therefore, how to effectively protect the security of our overseascitizens and businesses is an enormous challenge to the consular protection work. At present, although China’sconsular protection system has made some achievements, it is still not perfect, and the academic study of thisissue is in the infancy stage, related systems and theory building have lagged far behind the actual needs. ThePhilippines in terms of its citizens abroad, especially overseas workers consular protection, has acomprehensive mechanism, which has a certain reference value to China’s overseas consular protection forcitizens and businesses. This article is to study Philippines’s overseas workers consular protection system,analyses the status and operation of the Philippine consular protection system, and to find out some successfulexperiences for the perfection of China’s consular protection.This article is composed of three parts by the introduction, text and conclusion. The introduction raisesthe significance of the thesis, literature review and has defined the concept and interpretation of consularprotection and overseas Filipino workers. Body part consists of four chapters: The first chapter describes thechanges of the Philippine Overseas Labor consular protection, the first part describes an overview of thelabor of the Philippines, the second part discusses the history of Philippine consular protection of its overseasworkers. The second chapter is mainly from four aspects to discuss the current situation of the PhilippineOverseas Labor consular protection system, respectively are consular protection legislation, preventionmechanisms, the implementation of mechanisms and security mechanisms. The third chapter briefly describesthe Philippine Overseas Labor consular protection system, and explores its features, achievements and thedifficulties it faces. Concluding part sort out the Philippine Overseas Labor consular protection system, and onthis ground makes several suggestions to improve China’s consular protection mechanism.
