In recent years,the rapid development of the economy has greatly enhanced China’s comprehensive national strength and overall capabilities,leading to increasingly close ties with the international community.The number of Chinese citizens traveling abroad for studying,tourism,and work has seen an explosive growth,and more and more Chinese companies are investing and developing overseas.However,the current global security situation is complex,resulting in a surge in security issues faced by overseas citizens and legal persons.Protecting them has become an urgent issue,and consular protection is one of the most effective protection systems.Therefore,it is necessary to conduct an in-depth exploration of consular protection.The article focuses on the study of China’s consular protection system,which is divided into four chapters.Chapter One systematically clarifies the differences between consular protection,diplomatic protection,consular services,and consular assistance,and defines the concept of consular protection,laying the foundation for the subsequent research.Chapter Two explores international legislation and the practices of other countries to provide experience for improving China’s consular system.Chapter Three analyzes the shortcomings of China’s consular protection system from four aspects,including incomplete legislation such as the lack of domestic legislation and international treaties,the lack of risk assessment standards and unclear warning effects in the prevention mechanism,insufficient coordination capabilities among multiple actors in emergency management mechanism,and prominent supply-demand conflicts in the fourth international cooperation mechanism.Chapter Four responds to the above shortcomings one by one,such as improving the existing legal system,strengthening prevention and emergency mechanisms,promoting international cooperation mechanisms,etc.
