With the rapid development of Internet, the network tort is increasing. Differentfrom the traditional tort, it has many different characteristics, including variousness,better concealment. What’s more, the type of network service provider is complicated,presenting many challenges to the the obligees. As everyone knows, the networkservice provider plays an important role in the network, but according to the"consistent risk income principle", greater efficiency means more responsibility.When the the rights of network users are violated, they often resort the networkservice provider to the law. But, is it right? Internet service providers must bear allnetwork user charges and the responsibility? In this paper, through the case of "twoundergraduates make an appointment to suicide in the QQ", from the perspective ofthe reviewing and blocking obligations of network service, basing the legislation inother countries, put forward some advices to the China’s Internet service providers.
