Developing low-carbon style transport in an urban distirct is the important content ofdeveloping low-carbon style economics in China, which is also the only way to developresource-abstemious and enviromnent-harnionious type society. Low-carbon style transport inan urban district means that: optimize the system of city transportation and improve theefifciency of city transportation by improving the energy structure of it in order to reduce therelease of carbon in this domain, whose features are high efifciency,low energy consumption,low pollution and low emissions. It impels the city transportation infrastructure and publictransport system to decrease the high strength consumption of high carbon energy whosemain block is traditional fossil fuels in order to let city dwellers enjoy better living and trafficenvironment. Developing low-carbon style transport in an urban district has different goals inthe different phases. But the basic judgement standard of development level of low-carbonstyle transport in an urban district should include carbon footprint calculation, motor vehiclefuel structure, City Transit share rate, city traffic congestion, intelligent traffic coverage,traffic mode optimization of rate and the rationalization degree of traffic planning.At the present stage in China,the main measures to promote the development oflow-carbon style transport in city are the guidance of laws and regulations and policypromotion. The guidance of laws and regulations provide institutional guarantee for thedevelopment of low-carbon style transport by making or amending laws and regulations, forinstance, Vehicle and Vessel Taxation, the Law on Conserving Energy, the Law on thePromotion of Clean Production and so on. Policy promotion promotes the development oflow-carbon style transport in Chinese city with some executive actions such as conductingpilot project of low-carbon style transport,ifscal tax and subsidy policies,making relatedstandards to promote low-carbon style transport,publishing the directory of energy-savingproducts (technology) in use and so onBut the development of low-carbon style transport in Chinese urban districts still hasmany restrictions. They are displayed by those following respects: rapid expansion of citycompressed the exploration space of the development of low-carbon style transport, theinharniony of development planning of industry limited its strategic choice, the emergencystrategies of city traffic planning restricted its optimal allocation of resources, the restriction mechanism of cost of public trafifc construction in city obstructed the utility of its measures,the abuse of the irght for making technical standards curbed the upgrade of its elements.Therefore, excitation mechanism of low-carbon style transport in Chinese urban districtsshould be constructed systemally. Namely China should establish a long-term mechanism ofenergy saving and emission reduction which bases on market regulation, establish themonitoring and statistical system of carbon emissions in city traiffc industry, accelerate thesystem of technology standard rapidly on traiffc industry, formulate the policy system fordeveloping public traffic in city preferentially, build policy norms which covers the wholeprocess of productioncurrent~consumptive to encourage the development and utilizationof new energy, gradually improve tax policy of automobile consumption and focus on theconstruction of intelligent transport system.
