The system of monopoly business of salt industry in our country has had a long history.And it is inclined to defend the national finance in ancient times, however, it is devoted tolong-term purpose which is to eliminate iodine deficiency disease in modern times. Therefore,these two matters are different in essence. As the development of market economy and theelimination of iodine deficiency disease, there are more and more disadvantages in the systemof monopoly business of salt industry in our country, so that it must be reformed.The article is laid out according to the thinking of raising questions, analyzing problemsand solving problems, except forewords and conclusion, there are five parts as follows:In the first part, it introduces the system of monopoly business of salt industry in ourcountry in ancient times and the one in modern times.The second part observes our modern system of monopoly business of salt industry inour country. From the selecting dates, it’s seems that the system has contributed a lot to oursociety’s development. However, as time passing by, there are more and more controversieson it. Many people suggesting informing the system accordingly. And this is the stage ofcoming up with the problem.In the third part, it has analyzed the system of monopoly business of salt industry fromthe aspect of economic law. In the article, it shows that the system is the outcome of theineffectiveness of the government, and it is administrative department monopoly in essence.To solve the development problem in salt industry in our country, we must keep away fromthe circle that from the effectiveness of government to the failure of the market, then toeffectiveness of government again. And this is the stage of analyzing the question.The forth part illustrates the current value of reforming the system. It points out that thereform can make it because of the necessity from economics and sociology and the possibilityfrom theory and practice. And this is one part of the stage of solving the problem.The fifth part put forwards suggestions on how to reform the system. It indicates that theway to reform the system is to cancel the government-enterprise management system, thenstick to market reform in the salt business, including cancelling the fixed-point manufactureregulation in production area, shipping permition regulation and fixed-price regulation in thesailing area. Besides, we should enhance the supervising of salt’s price, quality and circulationchannel in order to prevent illegal salt impact on salt market. This is another part of the stage of solving the problem.In the conclusion part, it points out that reform is a systemic project, and we willencounter some resistance on the way. But if we stick to it, we will achieve the goal.
