Along with the development of network and information technology innovation, the creation and use environment of the work greatly change, old copyright law of countries in the world and Canada has already can’t satisfy the demand of modern society, so we urgently need to change the copyright law to balance the interests of all parties. Since2005, the Canadian government has been committed to the change of modern copyright law, finally the Copyright Modernization Act (Bill C-11) formally implemented in Canada in Nov7,2012. This paper focuses on the Copyright Modernization Act, that analysis on several specific provisions of impact on libraries, discusses the application of copyright law in practice, which is useful for amending the copyright law in China nowadays.In the revision of copyright law, Canada can not only consider the interests of copyright owners and publishers also can consider the interests of the readers and users. The modernization of Canadian copyright act makes moderate extension of various regulations, so the public can use and share the information resources more conveniently and efficiently in the library.This paper makes a systematic summary on Canadian copyright law, carries analysis of the Copyright Modernization Act. Through reviewing the changes of copyright law in Canada for many years, this paper summed up the trend of the balance system of Canadian copyright protection and user interests in copyright law, analyzed the new revision of the Canadian copyright law in the three aspects of content of use dealing, technical protection measures and the "Notice-notice" regime, calculated the new direction of the balance system of Canadian copyright protection and users benefit in digital age. Through the study of the amendment of Canadian copyright law, this paper hope to explore the new development of balance of Canadian copyright protection and user interests in digital age, in order to provide the reference for the revision of the copyright law and the establishment of the balance system of Canadian copyright protection and users benefit in China.
