The land is scarce resource, and the basic conditions of our country are that there arelots of people and mountains but little land. With the rapid development of socialeconomy, industrialization and urbanization need more land as the carrier of theirdevelopment. In this severe case, in front of us is the guarantee of economic development,to ensure the economic growth and protect the cultivated land above a red line of onebillion eight hundred million acres. These two tasks decide that our country has to saveland resources and use it in an intensive way by regulating the land expropriation of localgovernment. Therefore, land expropriation and the problems aroused have become themains of our country and the society. What’s more, there is an academic discussioncarried out to this issue.Based on the investigation in Wuming County in Guangxi autonomous region, landexpropriation and a series of problems triggered is studied from the perspective ofgovernment administration in order to optimize the land expropriation by localgovernment. To begin with, the author discusses the local government’s motivation, roleorientation and transformation in land expropriation. Then he analyzes the roles of landexpropriation participants. With land expropriation in Wuming county being a typicalcase, the author concludes the achievements and main problems aroused by way ofempirical investigation. At last, the author explores the factors that arouse these problemsin Wuming County, and puts forward the corresponding measures to optimize the localgovernment’s behavior in the future land expropriation. which are:1) to improve the landexpropriation system, mainly the perfection of collective ownership of land and landexpropriation compensation system;2) to improve the local government’s behavior, i.e.the relocation of local governments’ function in the land expropriation and theirresponsibilities;3)to strengthen the supervision and management of the relevantorganizations, and highlight the supervision of all participants to achieve internalcoordination;4) to establish and perfect a long-term social security mechanism for thepeasants whose lands are expropriated, including the implementation of supervision andsupport of landless peasants, strengthening of supervision of service in demolition project,perfect supporting facilities, improve the raising, management and distribution of thefund of resettlement of landless peasants.
