This study as qualitative research focuses on the Syrian “regime change” problem.Based on the existing research results at home and abroad, it takes advantage of HansMorgenthau’s national interest theory to further analyze the theoretical basis, methodsand practical reasons why America forcibly carries out “regime change” policy in Syria.The research shows that Hans Morgenthau’s international relations theory can beapplied to explain the purpose and theoretical basis of American “regime change” policyin Syria. The paper analyzed and discussed the reason and the means of implementationfrom the realistic angle of the policy, and tries to explain the United States of America’sstrategic intent.The result shows that both the thought and practice of the policy arelong-standing with increasing aggressiveness. It has been American national key benefitsto build and maintain the world order leaded by it, taking economic strength asfoundation, military power as support and value as banner. Likewise, it has been thediplomatic strategy carried out by America ever since the end of Second World War with“regime change” policy as its significant component. The reasons why America put thispolicy into effect are that it is influenced by American specific political culture;Americans have strong sense of mission for “American Exceptionalism” and “Superman-Birthright” are the origin; their sense of mission and values are integrated to providespiritual and theoretical support for the formation and development of “regime change”policy; national behavioral motivation is determined by humanity, implementing thispolicy is the result of seeking power and national interest and its strategic target isexterminating dissenters, expanding sphere of influence and shaping a internationalsystem according to its will. As the unique superpower in the world whose economy,science and technology and military strength have absolute predominance, America willkeep pushing the “regime change” policy to serve its world hegemony strategy.This paper regards the fact that America forcibly carries out the “regime change”policy in Syria as main contents. Analyzing and expounding the policy’s characteristicsand nature from the perspective of practical significance, it attempts to explain Americanstrategic intent from the global perspective of national strategy, and provides an outlook of development tendency and future perspective of Syrian crisis. The research hasshowed that the “regime change” policy in Syria is a form of continuation emphasizingnational sense of mission and vigorously carrying out “American Democracy”. However,applying “smart power” policy is one of the main methods of dealing with Syriaproblems. Finally, this paper on the basis of analyzing American “regime change” policycharacters reveal the nature of Obama administration’s “regime change” policy inSyria-the extension of national interest and national strategy after the American ColdWar.
