In the long political history of China, there has been two major transformations. One was from the pre-Qin era of the nations to the Qin and Han Dynasties, whichwere the unified centralized monarchy era; the other began from the later QingDynasty, from the centralization of unified central monarchy era, to modern socialbased on the people’s autonomy democratic. This great change, this change is not onlythe change of social form, but also a change of cultural transformation, at the sametime, it is still a transformation of the political form. Chinese traditional centralizedpolitical system was very fruitful in a quite long historical period. It is the organicintegration of political system of internal value, organization and system, and throughthe support of the unity of the world "and Confucian political ideology as the core ofthe patriarchal clan organization, With a series of system dependences like imperialexamination system, the tax system and the system of military service which hadsuccessfully solved large-scale national governance issues which existed inexchanging personnel, resources and information between the state and society systemto ensure the long-term continuation of Chinese classical political civilization.China’s glory and splendor to a great extent belong to the past. Since modern times, the world political and economic pattern had undergone a fundamental change, Chinahas not longer been isolated from the world like the time before Middle Ages, therebyexpands according to their own historical inertia. From the middle of Qing Dynasty, social corruption had became serious with thedays passing by, which had caused a large number of peasant revolt. After the OpiumWar, the imperialist gradually enjoyed many privileges in China’s economic, political, diplomatic and other areas through the war of aggression against China, and a seriesof unequal treaties just like China’s overlord; Facing the increasingly serious nationalcrisis, the government of the Qing Dynasty was incapable of action in foreign warsand representations repeatedly took failure or compromise ended Its ruling legitimacyresources kept losing. People of Qing gradually transformed into a disappointedexpectation. The Qing government’s corrupt rule had been difficult to continue, newfactors accumulate by the modern social evolution and change had been constantlygrowing, and with the bankruptcy of the masses of workers and peasants confluence, constituted the unstoppable power against the old system, so that the bourgeoisintellectuals under the leadership of the democratic revolution has become the trend ofthe times. Revolution brought China’s first Democratic Republic, forming civilgovernment confrontation, although the Qing emperor abdicated, the fruit of therevolution was soon usurped by Yuan Shikai, but its effect on Chinese society is not a failure can be summarized. From the second revolution to the famous Congresswithout knowledge, from Yuan Shikai’s restoration to the broken of the restorationdreams, it’s fully demonstrated the political unrest. When the political situation of thestate was out of control, ideology was a mess too, and then triggered a republic andmonarchy battle and the battle. Towards the political crisis, Chinese intellectuals usedto deal with the constitutional reform, but from another side, the regime to be stable,is not only the quality of system design, what matters more relevant actors isconvinced it’s rule. That is to say, to maintain the stability of the regime is the key oflegitimacy, not legality. Although the rulers were trying to create a cultural hegemonyto convince its rulers ruling legitimacy, but the ruling legitimacy can not unilaterallycreated by the rulers themselves. In order to create a convincing legitimacy, the rulersmust be able to respond to social mainstream attention, grasp the theme of the times. The political pattern can be said to be the bourgeois democracy system asset in Chinabegan to establish and undergo the severe test period, there were many reasons whydemocratic republic system was very difficult to Chinese soil grow into giant trees.
