| With the development of the society, more and more administrative official activities need to be dealt with by the government. To be fit in with this situation, a lot of administrative public properties are used in the process of government’s achieving social management functions. Combined with the fact that financial revenue of governments at all levels is on the increase, many unreasonable phenomena appear repeatedly in the management and usage of administrative public properties. For instance, construction of official buildings exceeding the administrative standard, procurement of official vehicles far beyond the budget, unreasonable government procurement, administrative properties for private use and lack of supervision system of administrative public properties are very common. The increasing consumption for official purposes has brought tremendous financial pressure on the government. The financial revenue of governments is at a certain level. The excessive consumption for official purposes will lead to the reduction of the expenditure of the provision for public goods and construction without any doubt, which has a negative impact on the improvement of public living standard. As the leader of establishing social atmosphere, the abuse of public properties will directly influence the impression of governments left on the public. On the contrary to the spirit that is advocated by the Communist Party, this kind of phenomenon encourages the occurrence of leaders’corruption and indulgence of creature comforts.Because of the attribute that administrative public properties are state-owned assets, the design of corresponding laws at the top is necessary with the aid of the supervision concept that administrative activities should be controlled by laws as well as supervision systems of financial budget, public opinions and litigation for public purposes.Introducing the connotation, extension and characteristics of administrative public properties, necessity of improving the supervision system of administrative public properties, problems existing in the supervision field of administrative public properties and corresponding causes, the thesis gives some specific measures for accomplishing the supervision system of administrative public properties to make it suitable for the conditions in China with the reference of relevant foreign supervision systems of administrative public properties, aiming at providing suggestion for the regular use and effective supervision of administrative public properties. |
